This is not a "bottom up" movement putting pressure on the "powers that be." It is a movement from the top down. These forces want a world government financed by global taxes. I wrote a book by that name, Global Taxes for World Government, in 1997. You can read it here.
One of the main demands of George Soros has been a global tax, in addition to the creation of a new international currency, Special Drawing Rights, to replace the U.S. dollar.
Soros, a billionaire hedge fund operator, has become known as the Godfather of international socialism. He is the major funder of the progressive movement.

What we are witnessing is an international Marxist push for a form of global government, to be financed largely by U.S. taxpayers.
Consider a speech given in 1998 by John J. Sweeney, then-President AFL-CIO and member of the Democratic Socialists of America. Titled, "A New Internationalism," he said, "We need to find ways to regulate capital flows as George Soros and others have suggested, and to slow short-term speculation, perhaps with a small transaction tax, as Nobel prize winner James Tobin has argued."
Think about this: why would a representative of the "workers" be quoting a billionaire hedge fund operator? It's because they are part of the same socialist movement.
Sweeney went on to say, "The new internationalism -- the drive to make this economy work for people, to secure basic worker and human rights, environmental and consumer protections, sensible anti-trust and financial regulation -- is being driven from the streets."
He gave this speech before the establishment Council on Foreign Relations. So the "workers" and elites are in cahoots.
