Opened at United Nations Headquarters in Geneva, on 11/10/2011, the work of the seventy-second session of the Governing Council of the United Nations Compensation Commission which held its meetings from 11 to 10.13.2011 under the chairmanship of the Permanent Representative of Germany to the United Nations in Geneva Ambassador Reinhard Shuaib, During the opening session of the Council elected a new Vice-President to succeed Japan, which left the end of 2010 to be the Second Vice-President in addition to Brazil, where he was elected Ambassador Abdul Samad Minty, South Africa's Permanent Representative to the United Nations in Geneva for the job.

During the opening session was made by Permanent Representative of Iraq to the United Nations in Geneva, Ambassador Mohammed Ali Hakim, Iraq's statement before the Council, where he noted that the issue of compensation was and still is a heavy burden on our people in Iraq who is suffering from the results of the war was not responsible, and that Iraq has asked on several occasions to reduce the burden on our country by looking at the possibility of stopping rate cuts amounting to 5% of the oil revenues or reduced as stated in paragraph 21 of Security Council Resolution 1483 (2003) and leaving the subject of bilateral negotiations between Iraq and Kuwait, adding that Iraq has to pay the section Most of those damages imposed on our people, amounting to U.S. $52 billion.
Indeed, he has hit Iraq, 01/10/2011 very nearly USD 34 billion, which represents more than 65% of the total amount of compensation.
And asked to make way for the Joint Ministerial Committee of the Iraq-Kuwait to discuss the matter and reach a mutually satisfactory solution to ensure the rights of the two countries.
As explained in his statement the Permanent Representative of Iraq to the need to obtain copies of the documents in question and claims that are in the archives of the United Nations Commission on Compensation for this topic of interest to the proceedings held before the national courts, foreign, and to avoid duplication of claims.
He called on Iraq to provide copies of claims submitted to the United Nations Commission on Compensation.
In addition to that, according to the rules of procedure applicable in the Committee, the decisions of the Board of Commissioners and reports related to claims made public, and therefore there is nothing to prevent Iraq from obtaining copies of archival documents.
He said the Permanent Representative also reiterated to the international community, and through the Council, that Iraq and respect him to the international resolutions will fulfill all its obligations on the payment mechanism and the continued payment of Iraq by the rate of compensation after the end of the effect of resolution 1956 to 2010 to protect the Development Fund for Iraq.
It is important to recall in this place that Iraq came after the war in 2003, Medina's (63) state and was able to work to end its financial obligations with (56) and that there are two Arab countries, among the remaining countries, Iraq is still working to end its financial obligations with them, namely the Kingdom Saudi Arabia and Kuwait.
He also explained the Permanent Representative that Iraq attaches great importance to the reform program and environmental rehabilitation, as the country most affected by the wars and its negative repercussions on the rights and the environment in Iraq, and we call research the countries concerned to implement their international obligations and maintain the schedule for the completion of the work of environmental programs and issues.
Iraq also would like to be an active participant in these programs because of their direct impact on the rehabilitation of the environment, not in those countries but also in the region in general.
The Permanent Representative hoped that the Iraqi Joint Committee, the Kuwaiti foreign minister level to examine details of the outstanding problems and resolution, as Iraq looks to the future and does not want to go back and would like to be our relations with our neighbors based on the foundations of mutual respect and non-interference and a building area of strong economic based on human and natural resources that provide valid ground for investment and economic cooperation and social development and tourism to those countries.
He said, adding that he does not need to be considered and accurately to the sacrifices made by my country of Iraq lives and money during the last period, and his now a major effort to build a civilized live up Bdstourah and its own parliament and its political system to the highest levels and not been to the issues and minor problems with neighboring sister Kuwait away from the target which is the main building strong relationships and solid basis of mutual trust and brotherhood, friendship and mutual benefit.
It should be noted that during the session of the Board of Directors of (72) Council will consider in the discussion of various issues related to the work of the Compensation Commission including reports on the activities of the Secretariat of the compensation since the last session in April 2011, the follow-up program for environmental awards established by the Council to monitor and follow-up implementation technical and financial support for environmental remediation and restoration projects, and the distribution of Governments and international organizations of payments to claimants and transparency in the distribution process, and the return of undistributed funds.
Iraq and participate in meetings of the Council delegation headed by Permanent Representative, Ambassador Mohamed Ali Hakim, and the membership of Dr. Mohammed al-Haj Hamoud adviser to the Minister of Foreign Affairs and Deputy Permanent Representative in the official file of compensation Representative and a representative of the Legal Department in the Ministry of Foreign Affairs.
