Erbil Power Hamid concluded in Erbil yesterday, a conference on the relationship between the federal government and local governments, organized by the International Republican Institute in Iraq (IRI).
The director of the Government department at the Institute Soji Kalomadanda during the conference which was attended by the "morning", and was attended by Secretary General of the Council Minister on the Keywords, in addition to representatives from the Council of Ministers and heads of provincial councils: that the conference was held in order to identify the most important problems and obstacles that obstruct the course of government action and the relationship of the federal government to local governments.

And that the conference addressed explained the issues involved and to the challenges facing the relationship between the center and the provinces and the problems facing the application of federalism.
For his part, the Secretary-General of the Council of Ministers on the Keywords told the "morning", that the most important problems that hamper the work of the provincial non-application of Law No. 21 of provincial assemblies.
He added that the non-application of the law back in the Department of him to the heritage of the Central and control the powers and transfer of powers, as well as the limited capacity of some provinces and not to trust the ministries it, noting that there are legal problems resulting from the legislation described as "subject to discretion."
Stressed Keywords that Cabinet seeks to overcome the obstacles and problems, and expressed his belief that the most important steps taken by the Federal Government in this regard is to energize the article on the Authority coordinating the governorates not organized province in the law 21, the activation of this body, pointing out that it has achieved positive results.

Meanwhile, the president of the provincial council of Diyala called Mohamed Hassan, not to apply the law of the provincial councils, stressing that the law is good but was not applied because the federal government or some of the ministries or general managers are still working on the type of system Central Bank.
He continued by saying: that the provincial councils held several conferences in most cities on decentralization and the outstanding problems between the federal government and provincial councils, hoping to reach appropriate solutions and to give the provincial right to dispose of decentralization and the application of the law of the provincial councils (21).
