The article states that ONE of Maliki's advisors disagreed. Thats all .... just one person.
Not Maliki...not Shabbibi...not the parliament...not the Ministry of Planning....not the Ministry of Finance....not the President...or anyone else. Just ONE advisor disagreed.
That is all it says.
