Some UNSC members need more time to examine expansion of list of individuals, entities for Libyan sanctions


UNITED NATIONS, April 8 (KUNA) -- Some Security Council members objected to a US, European proposal to expand the list of individuals and entities subject to a travel ban and asset freeze to include among others Libyan leader Muammar Al-Gaddafi's wife, Safia, and his Prime Minister Baghdadi Al-Mahmoudi.

_A Council diplomat told KUNA Friday Russia, China and India expressed their objection because they need more time to examine the proposed new list. Another Council diplomat told KUNA Russia and China said there is not "enough evidence" against those proposed in it.

_KUNA reported yesterday Thursday that the Chairman of the Sanctions Committee on Libya, Portugal, circulated earlier this week among Council members for consideration the proposed lists of 24 individuals, ten Libyan oil companies and eight banks, as well as other foundations.

_If there were no objections by 5:00 O'clock New York time Thursday, the list of those individuals and entities would be added automatically to the existing lists mentioned in resolutions 1720 of last February and 1723 of last month. Russia, China and India objected before the deadline. No new deadline was set by the Committee Chairman.

_The list of 24 individuals, proposed by the UK, France and Germany, include a number of Gaddafi's family members, associates, intelligence and security officers involved in violence against demonstrators, and ministers still acting under his rule.

_Among the entities they proposed for an asset freeze are the National Commercial Bank, Goumhouria Bank, Sahara Bank and Azzawiya oil refining. They also proposed an asset freeze on the Libyan Jamahirya Broadcasting Corporation because it incites hatred and violence.

_The US proposed a separate list of 22 entities to be subject to an asset freeze. It mentioned no individuals. _It includes Afriqiyah Airways, Agricultural Bank, Al Wafa Bank, First Gulf Libyan Bank, Libyan African Investment Co., National Commercial Bank, Savings and Real Estate Investment Bank, Sirte Oil Company for production, manufacturing of oil of gas, Briga Petroleum Marketing Co, and Ras Lanuf Oil and Gas Processing Co.
