UN council to vote on Libya no-fly zone at 2200 GMT
UNITED NATIONS – The U.N. Security Council scheduled a vote on Thursday evening on a resolution that Britain said would authorize all steps in Libya short of a military occupation to protect Libyan civilians.
The vote was set for 6 p.m. EDT (2200 GMT), British U.N. Ambassador Mark Lyall Grant told reporters.
A French diplomatic source told reporters in Paris that any military action to protect Libyan civilians could include France, Britain, possibly the United States and one or more Arab states. He also predicted the resolution would pass.
“It would be surprising if there was a veto from one of the permanent members. We are convinced we have the nine votes,” the source said. “Once the resolution is voted, an operation could start within several hours.”
