U.N. envoy sees military action in Libya after summit
LONDON — The French ambassador to the United Nations, Gerard Araud, said he expected foreign military intervention in Libya within hours of a Paris summit on Saturday (Sunday in Manila).
"Tomorrow we will have a summit in Paris with all the major participants in the operations, and in the diplomatic effort. So I think it would be a good moment to send the last signal," he told BBC television's Newsnight program.
"... which means the US, the UK and France, we have also launched the ultimatum about the ceasefire ... and we have set the conditions. So I guess that after this summit, I think that in the coming hours, I think we will go to launch the military intervention."
US Secretary of State Hillary Clinton and British Prime Minister David Cameron are due to discuss next steps on Libya with French President Nicolas Sarkozy and Arab leaders in Paris on Saturday.
Araud said it was important to have Arab countries involved because "we have concerns about the image of NATO in the Arab world."
He said the United Arab Emirates and Qatar had told the French and British that they would send planes and pilots.
"It is not a Western operation, it is the international community intervening at the request of the Arab League," he added.
When asked if it would be a NATO-led operation with a U.S. commander, he said: "The political decision at NATO has not been taken. It may be taken in the coming days, but we don't know whether some countries are going to accept it, and again we don't know whether it is a good framework."

Harper to attend summit on Libya
Prime Minister Stephen Harper will attend a meeting with the European Union, the Arab League and the African Union on the situation in Libya on Saturday, his office announced.
The summit, hosted by French President Nicolas Sarkozy, will also be attended by US Secretary of State Hillary Clinton, British Prime Minister David Cameron and German Chancellor Angela Merkel.
It comes as Western and Arab nations prepare military action against Libyan leader Moamer Kadhafi.
Earlier, Harper announce the deployment of six CF-18 fighter jets to help enforce a no-fly zone over Libya and said the mission would go ahead despite a ceasefire declared by strongman Moamer Kadhafi.
