Senate passes sweeping food safety bill

The Senate on Tuesday approved the biggest overhaul to the nation's food safety laws since the 1930s. The 73-to-25 vote gives vast new authorities to the Food and Drug Administration, places new responsibilities on farmers and food companies to prevent contamination, and -- for the first time - sets safety standards for imported foods, a growing part of the American diet.

The legislation follows a spate of national outbreaks of food poisoning involving products as varied as eggs, peanuts and spinach in which thousands of people were sickened and more than a dozen died.

The measure passed with support from Democrats and Republicans, one of the few pieces of legislation to bridge differences in an otherwise sharply divided body. The House approved a more stringent version of the bill more than a year ago.

"It's an unusual and shining example of how bipartisanship can work in Congress," said Erik Olson, director of the Pew Health Group food programs, which led a coalition of consumer groups that backed the bill. "It is a major step forward protecting the food that everyone eats every day."

House leaders have indicated that they would accept the Senate version of the bill to avoid the time-consuming conference process and quickly send the legislation to President Obama's desk. Proponents hope to have the legislation signed into law by the end of the lame-duck session.

For Jeff Almer, whose mother, Shirley, died in 2008 after eating peanut butter contaminated with Salmonella, the Senate vote came as a salve to a family still in mourning.

"I think about her every day," said Almer, a Minnesota resident who has traveled to Washington six times to lobby for the passage of the bill. The legislation "is not perfect, but it's very satisfying to see something of this magnitude has made its way through."

Despite strong bipartisan support and backing from a diverse coalition of major business and consumer groups, the bill was buffeted by politics in recent weeks.

It drew fire from some tea party activists, who see it as government overreach. On his television program this month, talk show host Glenn Beck suggested that the measure was a government ruse to raise the price of meat and convert more consumers to vegetarianism.

The bill has also revealed a divide between the burgeoning local-food movement and major agriculture businesses. Small farmers concerned about the cost of new federal regulation were initially opposed to the bill and argued that since most cases of national food-borne illness are caused by large companies, small producers should not be required to meet the same standards.

Sen. Jon Tester (D-Mont.), a farmer, added an amendment before Thanksgiving that would exempt small farmers and those who sell directly to consumers at farmers markets and farm stands.

But the Tester amendment has angered large agriculture groups, which argue that no one should be exempted from producing safe food. The Produce Marketing Association and the United Fresh Produce Association withdrew their support for the bill in light of the Tester amendment.

Robert Guenther, senior vice president of public policy at United Fresh, said in a statement the exemptions amounted to "egregious loopholes" that will erode consumer confidence.

"Now, when going to a supermarket, restaurant, farmers market or roadside stand, consumers will be faced with the question of whether the fruits and vegetables offered for sale adhere to basic food safety standards or not," Guenther said.

The most vocal opponent of the food safety bill,
Sen. Tom Coburn (R-OK), argued it would create new layers of bureaucracy without making food safer. He said a better solution would be to ensure that FDA and other federal agencies do their jobs more effectively.

"The problem with food safety is the agencies don't do what they're supposed to be doing now," Coburn said. "They don't need more regulations. They need less."

Coburn also objected to the cost of the new regulations, estimated to total about $1.4 billion over four years. The
Congressional Budget Office has said that will have a negligible effect on the federal deficit.

Food illnesses affect one in four Americans and kill 5,000 of them each year, according to government statistics. Tainted food has cost the industry billions of dollars in recalls, lost sales and legal expenses.

The bill places greater responsibility on manufacturers and farmers to prevent contamination - a departure from the current system, which relies on government inspectors to catch contamination after the fact.

The measure also gives the FDA authority to recall food; now, it must rely on food companies to voluntarily pull products off the shelves. And it gives the FDA access to internal records at farms and food production facilities.

The bill sets standards for imported foods, requiring importers to verify that products grown and processed overseas meet safety standards. Public health experts say this is urgently needed, given the increase in imported foods. The FDA has been inspecting only about one percent of imported food products.

The bill would also require the FDA to regularly inspect farms and food processing facilities, something it does not currently do.

Iraqi Kurds: Oil Laws By June 2011 Or Won't Join Government

The semi-autonomous government of Iraq's Kurdistan region wants new hydrocarbon and revenue-sharing laws by June 2011 as a condition of its participation in a new Iraqi administration, the Kurdistan Regional Government's minister for natural resources said Tuesday.

Speaking at an Iraqi oil conference here, Ashti Hawrami also said there should be no more blacklisting by the Baghdad government of oil companies working in the KRG region, and criticized the Baghdad government's new oil production target.

Baghdad and the KRG are at loggerheads over production-sharing agreements signed by the Kurds. The federal government argues these deals are illegal because they haven't been approved, while the Kurds say they are in line with the constitution.

Hawrami said eight new oil discoveries have been made in the KRG region in the past two-to-three years, and said the KRG has signed 37 contracts with 40 companies, resulting in $10 billion investment in the oil sector, notably in exploration and production. He also said three refineries have been commissioned, with a total capacity of 200,000 barrels a day, and three power plants have been built, providing over 80% of the region's power needs.

Kurdish oil production "can reach 1 million barrels a day by January 2014," Hawrami said, adding there is "between 100-200 billion cubic feet of [non-associated] natural gas in the KRG." However, he criticized Iraq's oil production target of 12 million barrels a day in the next 10 years

The United States has been cajoling China to allow its yuan currency to rise faster, and accuses it of keeping it undervalued to gain a trade advantage.

Foreign exchange rates are central to the current account imbalances debate, with the United States initially
advocating the need for numerical targets as a tool to iron out rifts between export-rich countries and debt-laden consumer nations.

“I believe that currency should appreciate but I also don’t believe that it is the only available solution,” Zoellick said.

The Council of Minister’s meeting was held after the agreement on adding the expression “Nationalism” on the Census document, following an agreement by representatives of Kirkuk and Ninewa provinces, as well as members of the Kurdistan Parliament, al-Iraqiya Bloc and other blocs to add the expression.

How U.S. Can Help Iraq at the U.N.: An Envoy’s View

I was heartened to read “What We Must Do for Iraq Now,” by Vice President Joseph R. Biden Jr. (see article below), demonstrating this administration’s commitment to develop relations with Iraq into a “dynamic partnership” with a “pivotal” ally.

Mr. Biden highlighted ways the United States can help Iraq advance, including by “bringing to a close its post-Gulf war obligations to the United Nations.” This suggestion can be acted on immediately.

During its presidency of the Security Council in December, the United States can do three important things for Iraq:

_First, move to extend the immunities of the Development Fund for Iraq set to expire on Dec. 31. Iraq has $39 billion of debt to negotiate with 14 countries, and hundreds of millions in commercial debt that could cripple the economy.

_Second, the Oil for Food contracts should be closed and settled.

_Finally, crucially, the sanctions imposed for the crimes of Saddam Hussein must be lifted. Although Iraq has fulfilled all requirements, it still suffers with limited imports and financial burdens.

Iraq, as Mr. Biden said, is a success story, despite continuing challenges. With the United States’ support, Iraq will strengthen into a thriving democracy. Thus, I call on the United States to take the needed actions at the United Nations in December.

What We Must Do for Iraq Now

EIGHT days ago, Iraqi political leaders agreed on a framework for a new government to guide their country through the crucial coming years. Since the elections there in March, our administration has said that the Iraqi people deserve a government that reflects the results of those elections, that includes all the major blocs representing Iraq’s various communities and that does not exclude or marginalize anyone. That is what they will now have.

While President Obama and I — and an outstanding team of American officials in Washington and Baghdad — played an active role in supporting this effort, the most important steps were taken in Iraq, by the leaders of Iraq’s largest political parties. Their accomplishment is the latest and strongest evidence of a key development in Iraq: over the past two years, politics has emerged as the dominant means for settling differences and advancing interests.

Time and time again in recent months, Iraqi leaders have painstakingly worked through thorny issues — including disputes over who is eligible to run for office or serve in government, challenges to the election results and power-sharing arrangements — without resorting to violence. It hasn’t always been pretty, but politics rarely is, in Iraq, in America or anywhere else. By agreeing to form a national partnership government, however, Iraqi leaders have sent an unmistakable message to their fellow citizens, their region and the world: after more than seven years of war and decades of dictatorship, Iraqis seek a nation where the rights of all citizens are recognized and the talents of all are harnessed to unlock the country’s full potential.

In a country that still faces enormous challenges on the road to security and prosperity, that goal has never been more essential. The next step is for the leaders of Iraq’s new government to honor their landmark commitment to share power — a pledge embodied in the new National Council for Higher Policies, whose responsibilities and authority are still being determined but will eventually be enshrined into law.

The United States must also continue to do its part to reinforce Iraq’s progress. That is why we are not disengaging from Iraq — rather, the nature of our engagement is changing from a military to a civilian lead.

Since taking office, the Obama administration has withdrawn nearly 100,000 troops from Iraq and ended our combat operations. The 50,000 troops who will remain until the end of 2011 have a new mission: to advise and assist their Iraqi counterparts, protect our personnel and property and participate in counterterrorist operations. Meanwhile, we are establishing a diplomatic presence throughout the country and, under the terms of our Strategic Framework Agreement, building a dynamic partnership across a range of government sectors, including education, energy, trade, health, culture, information technology, law enforcement and the judiciary.

In a country where extremists remain bent on sowing chaos, and where innocent civilians still suffer unspeakable hardship, the transition to a safer society depends on the continued development of Iraq’s security forces, now more than 650,000strong.

Over the six visits I have made to Iraq since January 2009, I have seen the remarkable progress its police and soldiers have made. Iraq today is far safer and more stable than at any time since the outbreak of war in 2003. More than a year ago, Iraqi forces took charge of security in major cities, and last August, when the American combat mission ended, they assumed primary responsibility nationwide. In recent months, using their own intelligence, Iraqi forces have killed or captured dozens of senior leaders of Al Qaeda in Iraq and other terrorist groups. The weekly tally of violent incidents throughout Iraq has dropped to about 160, from nearly 1,600 in 2007.

Nevertheless, Iraq’s security forces are not yet ready to operate fully on their own, and we must continue to support them. We must also help Iraq’s leaders with a range of challenges that lie ahead: conducting a census; further integrating Kurdish security forces into the Iraqi security forces; maintaining commitments to the Sons of Iraq, the Sunni groups that banded together against insurgents; resolving disputed internal boundaries and the future of the northern city of Kirkuk, which is claimed by both Arabs and Kurds; passing a hydrocarbon law that would distribute oil revenues and maximize the benefit to all Iraqis; stabilizing the economy through foreign investment, private sector development and new sources of revenue beyond oil; passing a fiscally responsible budget; and bringing to a close its post-Gulf war obligations to the United Nations.

While the day will come when Iraq’s vast natural wealth can fully finance its security and investment needs, and when its civilian institutions no longer require such intensive support, it has not yet arrived. Iraq has increased its own spending in these areas, and with sustained American engagement, it will emerge from generations of trauma to become a stable and self-reliant nation.

That is why, even at this difficult economic time, we are asking Congress to fulfill our budget requests to support America’s continued engagement, including our broader diplomatic presence, a modernization plan for the Iraqi security forces and financing for a police development program. The drawdown of American troops will save $15 billion in the coming fiscal year — we seek to direct less than one-third of that amount to provide needed assistance to Iraq’s security forces and to our State Department’s civilian-led efforts.

The Iraq war has cost our nation dearly, with the greatest price of all paid by the 4,430 heroes who have made the ultimate sacrifice. Now it is in America’s fundamental interest to help preserve the gains Iraq has made, prevent the re-emergence of violent extremists and encourage Iraq to become a pivotal American ally in a strategically critical region, and a responsible regional actor in its own right.

Regarding the State Bank of Vietnam’s measures to stabilize the currency, he said the central bank has made a big effort to alter interest rates to reflect market conditions, which is a key policy in easing pressure on the currency.

The SBV is also trying to discourage hoarding of dollars and gold, and if the central bank succeeds in reducing public expectations of a weaker currency and higher inflation, the dong is likely to be stable, he said.

He approved of the monetary tightening, saying the massive interest rate hikes are among the SBV’s measures to ensure a safe and healthy banking system.

Its move to raise key interest rates will partly help stabilize exchange rates and tackle inflation, he said.

The rate hikes by the SBV also partially addresses the exchange rate issue -- low interest rates make it cheap for people to buy and hold on to the dollar, thus undermining the dong – he added.

Troll, also Internet Troll: Noun; a person who posts incendiary comments with the express purpose of provoking an argument. Trolls can turn up in discussions of all sorts; a troll might pick a fight over NASCAR in a stock car racing chatroom ("NASCAR is about as much a sport as cheerleading."), or tout open borders in a Lou Dobbs fan club.

Concern troll: Noun, derived from "internet troll." Baghdad needs $100 billion for new homes

BAGHDAD: Iraq needs an investment of $100 billion under a plan to build a million new homes in the capital and meet a shortfall in residential property for its growing population, Baghdad's mayor said yesterday. An eight-month delay in forming a government after a March election has deterred many foreign developers from entering Iraq to take advantage of efforts to rebuild its capital, Saber al-Issawi told Reuters in an interview.

Iraq faces an acute shortage of houses after years of war and sanctions and needs 2-3 million new homes. Of the country's estimated 30 million population, some 7 million live in Baghdad.

Baghdad will invest $10 billion over 10 years to build 150,000 homes in the capital's sprawling Sadr City slum, one of the main projects the government is focusing on. Sadr City is home to almost half of Baghdad's population. Issawi said the government would hold a tender on Dec 9 to build 82,000 homes in the district from 11 short-listed foreign developers.

Issawi said the government is also looking to spend around $850 million on giving the city a facelift ahead of the Arab League Summit to be held in March 2011, the first major event Iraq is to host since the invasion. "It is a chance to develop some of Baghdad's face," he said. Some $350 million will be spent on renovating seven former luxury hotels in the city, $300 million on streets and $200 million on the main road into the city from Baghdad's international airport, Issawi said.

The road, known by many Iraqis as the "Route of Death," was frequently targeted by militias during the height of the country's sectarian violence in 2006-07. The government hopes a sharp fall in violence in the past two years, and a new investment law allowing foreigners to own land for housing projects, will entice foreign investors. Iraq's National Investment Commission said earlier in November it had signed a memorandum of understanding with a South Korean group to build 500,000 homes all over Iraq.

Executives from Gulf Arab companies told the Reuters Middle East Investment Summit in October that while they see growing opportunities in Iraq, they retained a degree of cautiousness that slows plan execution.

Iraq's new government will prioritise work on new hydrocarbon legislation to reassure international oil companies and integrate oil contracts signed in Kurdistan, a government spokesman said today.

"Among the next government's priorities will be to approve legislation of long-awaited oil and gas law through parliament," Reuters quoted Ali al-Dabbagh as telling a news conference in London.

"This will provide a legal environment that reassures international oil companies (IOCs). Such legislation should also bring oil contracts signed by the Kurdistan region in line with the central government process."

Separately, former Iraq Iraqi Oil Minister Thamir Ghadhban said the country could more than triple oil output by 2017, effectively cutting previous estimates but giving a figure which would nevertheless make Iraq one of the world's top producers.

Iraq has signed deals with international oil companies following auctions last year that could in theory take capacity to 12 million bpd by 2017 - a figure that most analysts view as unrealistic.

"I expect we will reach a capacity of 8 million barrels per day within the next six-seven years," Reuters quoted Ghadhban as saying today.

Analysts have cited undeveloped infrastructure and security concerns as the key obstacles preventing Iraq from reaching output of 12 million bpd - which would make it the world's largest oil nation or put it at par with current leader Saudi Arabia.

The country, which sits on some of the world's largest oil reserves, has struggled in the past years to push its output even close to 3 million bpd it saw in late 1980 before it invaded Kuwait and saw a US military retaliation.

A Reuters poll showed last month Iraq's crude oil output would rise to 2.8 million barrels per day by 2011 from roughly 2.5 million bpd now and reach only 4.6 million bpd by 2015.

Oil Minister Hussain al-Shahristani's has said he expects 4 million bpd in three years' time and that there is no need for Iraq - for now the only Opec member exempt from its system of output curbs - to have a production target until then.
