China upgrades Sino-Arabic economic ties

Rashid told a Xinhua reporter in Cairo that he hoped the new agreement would pave the way for more cooperation in different industry sectors, including manufacturing of auto components, textiles, petrochemicals, electronic products.

"This agreement includes the process of sharing technology and increasing investment in the industrial sector and training workers, as well as helping Egyptian companies to market their products in the Chinese market," Rashid said.

The agreement also includes the formation of an Egyptian-Chinese task force. It takes the responsibility of sharing information and experiments in the industrial sectors and encouraging Egyptian and Chinese firms to establish joint ventures in different areas of cooperation.

Rashid expected that Egyptian-Chinese cooperation would witness a great progress in all aspects, particularly economic and trade relations, through exchanges at the economic and political levels.

At the same time, the forum in Ningxia, with the keynote featuring "pass on friendship, push forward cooperation and seek common development," attracted government officials and business people to communicate and exchange ideas.

Jamal Al-Khawlani said China has become the number one partner of many Arab nations and had been cooperating well with Yemen in many fields, including clothing, furniture, automobiles, food and petroleum.

"This represents a new phase of operations with Iraq," said Mary Trupo, with the International Trade Administration.

A State Department official described Iraq's infrastructure needs are "extraordinary." The Commerce and State Department officials spoke to the media on the condition they not be identified.

"The opportunities are impressive," the official said. "I don't know of anywhere else in the world where this is much is going to be spent in a single country."

A Commerce official said the Iraqi government has designated more than $80 billion for infrastructure projects.

"U.S. companies are now very much aware of business opportunities in Iraq," the official said. "The market is progressing from companies interested in U.S. contracts there, to companies interested in partnering with Iraqi companies."

Iraq has 29 million citizens, many who are under the age of 20, creating a "large consumer base," the official said.

The trade mission is designed to bring American and Iraqi businesses together to rebuild Iraq's economy, and to "facilitate match-making" between like-minded U.S. and Iraqi companies, with potential economic and commercial benefits for both countries, according to a Commerce Department official.

The official said that although many of the U.S. companies are likely to hire local Iraqis, jobs would also in turn be created for Americans, as increased sales drive up manufacturing on U.S. soil.

The U.S. government has not offered any tax breaks to American companies interested in doing business in Iraq, a Commerce Department official said. But businesses will be driven by financial incentives based on commercial factors, including "contracts and profit margins."

Commerce and State Department officials admitted security in Iraq remains a challenge, and companies ultimately choosing to set up shop there would need to provide for their own safety.

Officials also said that the instability of the Iraqi government is not stopping businesses from making plans to work there.

"Companies are not sitting on their hands" waiting to get started, a State Department official said.

Trupo said Under Secretary of Commerce for International Trade Francisco Sanchez will lead the mission, where U.S. company representatives will spend five days in Baghdad meeting with Iraqi business leaders.

Iran Says Dollar-Rial `Market Rate' to Weaken by Next Week, Mehr Reports

“Underlying sentiment is still negative for the dollar as data continue to show weakness in the recovery momentum, which supports the view that the Fed will ease more,” said Naoto Minatogawa, a currency analyst in Tokyo at Himawari Securities Inc. “If the ISM survey confirms the deterioration, the dollar may head toward $1.40 per euro.”

The dollar was at 83.51 yen as of 10:06 a.m. in Tokyo from 83.53 yen in New York yesterday when it touched 83.17 yen, the least Sept. 15. The greenback was at $1.3655 per euro from $1.3634 yesterday when it hit $1.3683, the weakest since April 12. The euro traded at 114.03 yen from 113.88 yen.

The Obama administration is encouraging US businesses to export to Iraq despite the country’s political deadlock.

Reflecting the continued risk, however, the exposure fees for US companies exporting to Iraq are 10 per cent, compared with 4.5 per cent for neighbouring Turkey.

The maximum term for the loans will be seven years, meaning most of the trade financed will be for infrastructure equipment such as tractors.

Ex-Im Bank requires 85 per cent of an export’s content to be American. Exports such as aircraft and power plant equipment will not be covered because they do not fall within the seven-year loan guidelines set by the Organisation for Economic Co-operation and Development.

The Obama administration says that Ex-Im Bank’s decision is part of a broader change in the relationship between the US and Iraq, one that is increasingly shifting from aid to trade.

“We are building a dynamic partnership with the Iraqi government and people that features co-operation in a range of sectors,” a senior administration official said.

The EU-backed gas group Nabucco said Iraq was its most viable partner for future gas deliveries and stepped up pressure on Azerbaijan, saying Baku should not be tempted by offers based on higher prices alone.

"Iraq is probably the most real, most viable gas supplier," Dimitar Abadjiev, Nabucco Gas Pipeline International's head of corporate affairs told reporters on Thursday on the sidelines of an energy seminar.

"Iraq is bigger, and it's just on the border with Turkey. It's easier. It's much less dependent on Russia. We've had preliminary talks ... and I'm optimistic," he said.

Nabucco aims to help wean Europe off its dependency on Russian gas by transporting up to 31 bcm of gas a year from Iraq and the Caspian region to an Austrian hub via Turkey and eastern Europe.

Azerbaijan has been in talks with more than 20 firms and consortiums and will decide later this year which project gets gas from its giant Shah Deniz II gas fields, co-led by BP and Statoil.

The government has said the gas contracts will go to the company that offers the highest price [ID:nLDE68S2DD], and the Nabucco and Russian offers are seen as the main contenders. Russian gas export monopoly Gazprom said recently its competitors would not be able to beat its price for gas from Shah Deniz. [ID:nLDE68S1LB]

"Price isn't everything," said Abadjiev.

"They have an interest to diversify consumers and ... this is a real option for them to go to the European market."

Russia proposes to buy gas on the Azeri border without allowing Azerbaijan to export gas to Europe directly.

The development has worried many EU politicians who say it would only boost the continent's reliance on Russian fuel, which already accounts for around a quarter of Europe's demand.

Abadjiev said Nabucco expected to have the first gas from Iraq, 10 billion bcm, and another 8 billion bcm from Shah Deniz in 2015. Nabucco's shareholders include Hungary's MOL, Romania's Transgaz, Bulgaria's Bulgargaz, Turkey's Botas, Germany's RWE and Austria's OMV.

Investment a "success story" in Iraqi Kurdistan Region

ERBIL, Iraq (Reuters) - While most Iraqis struggle under the detritus of a seven-year war, the people of Erbil in Iraqi Kurdistan can frolic in a public pool, ride an elevated cable car over freshly planted parkland or escape stifling heat in a new ice skating hall.

The new luxuries of Iraq's northern Kurdish region seem a world apart from the dust and grit of Baghdad, where suicide bombers are an everyday fear, dirt-gray blast walls dominate a war-weary cityscape, hotels are shuttered, leisure confined to home and the city's own telepherique lies in ruin.

The relative security of semi-autonomous Kurdistan, largely unaffected by war, has made it a safe haven in an oil-abundant country that presents an enticing but uncertain profile to a business looking to invest.

"The telepherique idea I brought from China. It cost me $2.5 million (£1.58 million) to build and it was constructed by a Chinese company," said Mamdouh Mahmoud, the businessman behind the cable car and skating rink in central Erbil.

"I'm paying $2,500 per year as rental fees for the land I leased from the government to build the skating hall and telepherique station, so who could resist the temptation to invest here?" he said.

Too Dangerous?

Stunted by a generation of war, sanctions and neglect, Iraq is one of the world's most compelling emerging markets.

It sits atop proven oil reserves of 115 billion barrels, the world's third largest, and its estimated 30 million people are starving for housing, electricity and consumer goods.

But the war that started with a U.S. invasion to oust Saddam Hussein is not over, and Iraq remains a place entered at risk.

Islamist militants are still active. Bombings and other attacks kill hundreds each month.

A new survey of business executives by the Economist Intelligence Unit found 64 percent believe it is still too dangerous to do business in Iraq, even though more than half said their view had become more positive in the last two years.

Kurdistan won the highest marks within Iraq -- 46 percent had highly or somewhat favourable views of the region with only 20 percent unfavourable.

In Erbil, the only blast walls in evidence are the brightly painted ones surrounding the parliament. The capital of Iraqi Kurdistan has clubs, restaurants and a feeling of safety that allows residents to stay out after dark.

Investors are eying the region as an end in itself or an entry point for the rest of Iraq, when the rest of Iraq is safe.

The sounds of construction are everywhere in Erbil as new houses and apartment blocks sprout. Investors have committed $14 billion since mid-2006, according to government officials.

"This has been a major success story for Kurdistan. We're proud of that," Prime Minister Barham Salih told Reuters in an interview in July.

Business leaders point to a key 2006 investment law that helped transform Kurdistan from a centrally planned economy under Saddam to a more trade-oriented, investor-friendly region.

It offers a 10-year tax exemption and free land to business owners, with the right to transfer profits outside the region.

TURKISH INVASION

The Kurds are reaching out to European and American investors but at present 55 percent of the foreign companies investing there -- 640 of 1,170 -- are from neighbouring Turkey. By comparison, only 31 are German and two are French.

"Kurdistan is a lot more viable for the small and medium-sized companies that want to operate in Iraq but cannot afford to spend the thousands of dollars in security costs needed to operate successfully elsewhere in the country," said Ali Al-Saffar of the Economist Intelligence Unit.

Security concerns may not stop a company from investing in Iraq, but the cost of protecting facilities and people from a stubborn insurgency must be factored into business plans.

Electricity transmission towers and Iraq's oil pipeline to Turkey have been frequent targets.

"There are financial allocations for the security issues. This is an additional cost," said Khalid Jameel, proposals manager for Uruk, a Dubai-based company that won an $84 million contract to build a power plant in Taji, 20 km north of Baghdad.

The company has 60 security guards stationed at the site for 100 engineers and technicians. It put up a barbed wire fence around the property until a permanent wall is built.

Iraq has massive infrastructure plans on the drawing board.

Global oil majors have committed to multibillion-dollar contracts to develop oilfields and the government, funded 95 percent by oil revenue, allocated $21 billion, a quarter of its budget, to housing, rail and other projects this year alone.

Corruption and bureaucratic snarls remain major impediments.

A World Bank report ranks Iraq 153 of 183 nations for ease of doing business. Transparency International's corruption index has it 176th of 180 nations.

Infrastructure battered by 30 years of nearly constant war also holds back development. Baghdad residents say they get only a few hours a day from the national power grid.

Kurdistan, little touched by the current conflict, does better, supplying more than 18 hours a day.

"Only four or five years ago, we had only one hour of electricity per day," Trade and Industry Minister Sinan Chalabi said. "I think within two or three years' time we shall overcome all our shortage and we will have extra."

Iraqi Kurdistan also has big infrastructure projects in the works, some focussed on neighbouring Turkey to boost annual trade from the current $5-6 billion. Chalabi points to a single bridge between the countries that handles 1,500 trucks a day.

"We have made an agreement to build two extra bridges and to expand the width so we can stand the extra (traffic)," he said.

But disputes between Erbil and Baghdad are hindering growth on both sides.

The federal government says contracts the Kurdistan Regional Government signed with oil firms to develop its fields are illegal. The spat shut down exports from Kurdistan last year and the two capitals have been unable to resolve their differences.

Kurdish authorities boast on their website that not a single coalition soldier was killed, nor a single foreigner kidnapped, in Iraqi Kurdistan during the war.

That kind of security has Kurds revelling in new amenities. Khalid Nawzad, a 22-year-old worker at Arbil's bowling alley, says residents stand in line for a chance to play.

"I wish all other parts of Iraq could enjoy some leisure, but I know it's nearly impossible under the current bad security," he said. "I wish one day violence will vanish and life will become normal."

In a second chapter on systemic liquidity risks, the IMF noted that during the 2007-2009 financial crisis, many financial institutions simply failed to take into account the possibility of a sudden loss of access to secured financing and therefore made themselves vulnerable.
