A plan of action after the Development Fund for Iraq

Text of a letter to President al-Maliki of the Security Council

Prime Minister Nuri al-Maliki for a plan of action for the transition to successor arrangements to the Development Fund for Iraq. This came in a letter to the President of the UN Security Council to extend special protection to the Development Fund.

The following is the text of a letter-Maliki:

I refer to my letter to the President of the Security Council on 13 December 2009, which indicated that the Government of Iraq will work in 2010 to develop appropriate arrangements for the Development Fund for Iraq and the International Advisory and Monitoring Board in line with the Constitution, to ensure the continued use of oil revenues fairly and to in the interest of the Iraqi people, according to international best practices in transparency and accountability and justice.


On the basis of Security Council resolution 1905 to 2009, the Government of Iraq submitted an action plan and timetable necessary for the transition to successor arrangements to the Development Fund for Iraq and the International Advisory and Monitoring Board in its quarterly report first, and then given that submit its second and third on the progress made.

In its third report was addressed to what has been achieved of a plan to work and has not been achieved, as was pointed out to the circumstances experienced by Iraq and that the delay in forming a government since parliamentary elections on 7 March 2010 has affected one way or another on the possibilities of government institutions to respond quickly and effectively to the full implementation of the Comprehensive Plan of Action.

Based on the foregoing, and for the opportunity to ensure the full and comprehensive implementation of the Action Plan and to achieve a smooth transition to successor arrangements, the Government of Iraq needs once again to help the international community, and looks forward to the Security Council to extend the protection to the Development Fund for Iraq, pursuant to the arrangements set out in paragraph (20) of Security Council resolution 1483 of 2003 for a period of six months ending June 30, 2011, and this extension will be the last extension.
