UN panel sees sources for billions for climate

UNITED NATIONS — A high-level UN panel is outlining potential international sources for up to $100 billion a year in new money for poorer countries to cope with climate change and reduce their greenhouse gas emissions.

Among the ideas examined by the advisory group of global political and financial leaders: levies on airline flights and international shipping; taxes on foreign-exchange transactions, and stepped-up funding by the World Bank and similar institutions.

But the 21-member panel said Friday the greatest contributions would come from private investment and from so-called carbon pricing, either a direct tax on emissions of carbon dioxide or a cap on emissions coupled with a trading in emissions allowances. The United States has been a major holdout against such carbon pricing plans.

At last December’s Copenhagen climate conference, industrialized countries agreed to set a goal of $100 billion in climate finance by the year 2020.
