O dear Iraqi people:
Peace, mercy and blessings of God
We salute you, respect and deep appreciation for your patience and your sacrifice and pledge to work for all of you.
I extend my thanks and praise for all the components and the leaders of the Iraqi National Alliance to give them confidence in me to form a government of national partnership, and Naahidhm and all the Iraqi people dear that we will be with God's help when their expectations in the responsibility which we believe firmly that it will be big and heavy are in the service of all Iraqis, are committed to the parameters National Alliance, which is integrated with the national constants of the political blocs in the framework of a comprehensive government program.
We are confident that active and concerted Iraqi honest that we will be able to create God in overcoming the challenges, difficulties and problems and complete the construction of state institutions in a free Iraq, democratic, pluralistic and federal invoke the law and the Constitution, and a critical review of the previous phase and evaluate what is negative and the development of what is positive for the public good.
