I am with xxx as well. Only and only because I have been there and seen with my own eyes and heard with my own ears the daily dealings going on.

I was there for the 1st gulf war and I seem to not be able to get away (chuckle)
All I can say are two things:
1. If you have not physically been in the region, and I mean physically (in body, not just mind) A very real general understanding of why things happen, well, happen.
May I point out, that over the course of years how many times the CIA was outed for making payments to informers? Paying off governments for "whatever" the reason? Paying for clandestine operations?
Listen guys and gals, Maliki has the "sack" to do what nearly no other politician would ever dream of - he went after the countries #2 Cleric for no other reason than throw him in shackles. He is Ronald Reagan in a turbin, and more to the point, he wants his home country to succeed! Did he have money? Sure he did, he is the PM! He is aware of all the going-on in his country including clandestine efforts to rout out the bad guys.There is no telling how many "meetings" he has had, or, his aides have had with informants. These informants are taking not only their own lives at risk, but those of their entire families! They deserve a payment in money for taking on such a role. I can count on one hand the number of Americans I know who would put themselves in such a role... Not a single solitary person here can truthfully tell anyone what the money is for. Pure speculation. Do you really think the US would turn a blind eye to such matters in the face of INSTALLING a democracy? If you do, my fellow you are one seriously jaded individual.
2. Iraq is not the US, UK, or any other developed 1st rate country. Iraq is Iraq and I tell you truthfully, I am seriously surprised the government has moved to a democracy so quickly! How long did it take Russia to get out of the communist trenches?? Seriously, I want a truthful answer from a Maliki basher - HOW long did it take Russia to form a workable democracy? AND! They were already a developed nation, not one torn to shreds from 20 years of being completely cutoff from the outside world, with a death dealing dictator at the helm, and having endured two wars............
These Iraqis are human beings too you know, they deserve better speak about them than they are receiving ..........
