Someone had said the U.N. troops are being flown into Baghdad?!
Readers of the American Contractor web site this is not true at all. There are no UN Troops in the country of Iraq. There is no US Military getting ready and donning on UN Symbols on there uniforms. A new U.N. resolution would have to be made with the support of the international community. I don't think the support is there for this new chapter for Iraq.
There is a proposal on the table to reorganize the Political Council for National Security (PCNS) with new positions that would be backed by the Iraqi constitution as a way to resolve the crisis of forming the Iraqi government.

There is going to be a new name for the PCNS and it will be called the Strategic Political Council (SPC) and this entity will have authority over security, economic and foreign affairs. The leader of this group will occupy a "sovereignty position." This proposal is supported by all the political blocs. What they have not agreed upon is the extend of its powers and its powers will be regulated by an advisory council. I think I told you about this before in previous Intel reports.
The U.S. Administration is saying they might renegotiate the security agreement with Iraq. This is referring to the Status of Forces Agreement (SOFA). This is caused by the regional interferences by countries that are not in the best interests of Iraq and the Iraqi government. We will be watching this close.
On the political scene with Dr. Iyad Allawi and the outgoing Prime Minister Nuri Maliki, there is a problem. Dr. Alawi has halted all talks with Al-Maliki. Dr. Iyad Allawi has halted all discussions until PM Maliki apologizes for accusing the list of representing a certain sect. Dr. Iyad Allawi has always stated the Al-Iraqiyah list is a national project that encompasses all Iraqi's and excludes no one. Apparently Al-Maliki has described the Al-Iraqiyah list as one that represents the sunni component. I wonder how long it will be before Al-Maliki makes his public apology to the Al-Iraqiyah list.

The Proposals of the Coalition of the Kurdistan Blocs to form the Iraqi Government
This is the document that was presented by the coalition of Kurdistan blocs to the political blocs. The Kurdistan blocs are ready to support the candidate of the Parliamentary bloc that guarantees the implementation of the Kurdistan blocs goals. There are 19 proposals in the document and these are not conditions but are negotiable. No government official or political leader has signed off on anything as of yet. I know the rumors that Dr. Iyad Allawi had immediately signed off on all the proposals the Kurdistan bloc proposed and this is totally false. Give Dr. Allawi some credit as he is no fool to quickly sign off on what the Kurds proposed without having more discussions with his own political bloc.
There will be more discussions on these proposals by the political blocs as no one has agreed to anything. I wonder where you gurus get your information!!??
The Kurds are demanding to have the "right to decide on the candidates for the sovereign ministries and other ministries related to the Kurdistan region." In the document the Kurds demand from the bloc that will form the support "for the candidate for the post of President of the Republic" and that the Secretary General of the Council of Ministries be nominated by the Coalition of the Kurdistan Blocs.
The Kurds are also reconsidering the structures of the Armed Forces and the security forces. The Kurds want the Peshmerga forces to be funded and integrated into the Iraqi National Defense system.
