Interim Head of the Iraqi Council of Representatives has performed his duties according to the Constitution
Sulaimaniya, Director-General to inform the Iraqi Council of Representatives on Monday, the president pro tempore of the House of Representatives Fuad Masoom, led his duties in accordance with Article 54 of the Iraqi Constitution, stating that he was forced to leave the meeting open.
Said Mohammed Abu Bakr, told the Kurdistan News (Akaniwz) announced today that "the announcement began meeting of the Council of Representatives and the delay was the desire of the heads and representatives of parliamentary blocs."
He added that the "infallible has performed his duties according to the Constitution, and because of its compatibility with the political parties were forced to leave the session open to the House of Representatives when the political blocs to reach a solution on the formation of the new Iraqi government."
Abu Bakr said that the "infallible so far held talks with the political blocs in order to resume session, the House of Representatives, but without reaching an agreement in this regard."
The academic specialist in Iraqi law Ismail Alwan al-Tamimi, said earlier in (l Akaniwz) that he filed a lawsuit to the Federal Court against MP Fuad Masum, chairman convened the first meeting of the House of Representatives because of the constitutional transgressions.
He explained, "you have to file a lawsuit to the Federal Court against the President convened the first meeting of the Council of Representatives Fuad Masum, for his constitutional breaches caused to disrupt formation of the government and causing great harm to the interests of citizens in general."
President pro tempore of the House of Representatives (Chairman of the age) Fuad Masum, the postponement of the resumption of the session the House of Representatives open, said in a press conference on 27 July at the Convention Center and attended by representatives of parliamentary blocs that "at the invitation that was forwarded was attended by the heads of blocs and the members of the House of Representatives , and the heads of blocs at the meeting to postpone the resumption of the open meeting of the House of Representatives until reaching a consensus on the three presidencies. The Iraqi constitution mandates that the president invites the new Council of Representatives to convene within 15 days of the court's endorsement of federal election results, should the new Council be chosen at the first meeting as Chairman and two Vice-Presidents and an absolute majority of the members of the House and through the election by direct secret ballot, and then the Council House of Representatives within 30 days of the election of the President, and the latter to within 15 days after his election, commissioned candidate of the largest in the House of Representatives to form a government, and be in front of Prime Minister-designate has 30 days to accomplish this task, if not successful president assigns people substitute.
