UN Security Council calls on all Iraqi political entities to respect certified election results

The UN Security Council on Thursday called on all Iraqi political entities to "respect the certified election results and the choices of the Iraqi people."

Reading a statement to the press here, Mexican UN Ambassador Claude Heller, who holds the rotating president of the 15-nation Council for June, said that "the members of the Security Council call on all (Iraqi) political entities to respect the certified election results and the choices of the Iraqi people, and for the Iraqi leaders to engage as quickly as possible in an inclusive political process to form the new government that represents the will of the Iraqi people."

Iraq's supreme court on Tuesday ratified the results of the country's March general election, clearing the way for a faster pace to government formation talks which remain in limbo.

The ruling confirms initial results released in late March that put former premier Iyad Allawi's Iraqiya bloc in the lead, followed closely by Prime Minister Nuri al-Maliki's State of Law alliance.

"The members of the Security Council commend the work of the independent Iraqi Electoral Commission for its work to hold this successful parliamentary election" in March, including the addressing of relevant complaints, the statement said.

The members of the Security Council also commend the work of the Iraqi Security Force to strengthen the security of the country, the statement said.

A broad-based coalition government in Iraq is a better alternative for the people of that country who are eager to see a stable administration, the United Nations top envoy to Iraq told the UN Security Council in late May, adding that the political leadership also recognizes the need for constitutional transition following elections in March.

"At this juncture, Iraq would probably be better served by a broadly inclusive government as a radical alternative to exclusion and disenfranchisement that many communities have experienced in the past," Ad Melkert, the special representative of the UN secretary-general for Iraq, told the 15-nation Council.

He said the UN Assistance Mission for Iraq (UNAMI) was constantly encouraging parties that won seats in parliament in the March 7 elections to come to an agreement on the formation of a government guided by three principles -- a governing coalition inclusive of all major winning parties; a government based on power-sharing; and a government formation process within an agreed timeframe.

The following Security Council press statement on Iraq Election Certification was read out today by Council President Claude Heller (Mexico):


The members of the Security Council congratulate the people and the Government of Iraq on the certification by the Federal Supreme Court of the 7 March parliamentary election results as another important step in the political process, and reaffirm their commitment to the independence, sovereignty, unity and territorial integrity of Iraq, and emphasize the importance of the stability and security of Iraq for its people, the region, and the international community.

The members of the Security Council call on all political entities to respect the certified election results and the choices of the Iraqi people, and for Iraq's leaders to engage, as quickly as possible, in an inclusive political process to form a Government that represents the will and sovereignty of the Iraqi people and their hope for a strong, independent, unified and democratic Iraq.

The members of the Security Council commend Iraq's Independent High Electoral Commission for its work in holding this successful parliamentary election, including the electoral appeals and complaints processes. The members of the Security Council also commend the work of the Iraqi security forces to strengthen stability and security for the people of Iraq, including their important work to provide security and public order throughout the election process.

The members of the Security Council additionally commend the United Nations Assistance Mission for Iraq (UNAMI) and the role played by the Secretary-General's Special Representative for Iraq, Ad Melkert, for providing technical assistance and support throughout the electoral process.

The members of the Security Council condemn the recent terrorist attacks by those who sought to deny the voice of the Iraqi people by attempting to disrupt the elections and the Government formation process through violence, and stand in solidarity with the Iraqi people in the face of these unacceptable and deplorable attacks. The members of the Security Council reiterate that no terrorist act can reverse a path towards peace, democracy and reconstruction in Iraq, which is supported by the people and the Government of Iraq and the international community.
