State of Law agrees with Iraqi National Alliance about the Wisemen Commission

Baghdad, The State of Law Bloc and the Iraqi National Alliance (INA) have reached a final agreement about Wisemen Committee, which will choose a candidate to head the next government," a leader in the State of Law bloc, led by the outgoing Prime Minister, Nuri al-Maliki, said on Monday

"The State of Law and the Iraqi National Alliance (INA) have reached a final agreement about a joint committee formed by the two coalitions of 14 members to choose the next candidate for the Prime Minister's,"Walid al-Hilly said.

"The name of the next prime minister will be revealed soon, when the chosen committee will select the candidate for the prime minister's post by voting," Al-Hilly added.

He said that the State of Law and INA have reached an agreement about the name of the new coalition between them and it will be announced soon.

"The State of Law will reach an agreement soon about the new president of the new Alliance. There are several options for choosing him and the mechanism of his presidency, including fact that there is a rotation among more than one person," he added.

The debate now is over: Who is authorized to form the next government, while Al-Iraqiya bloc confirms its right, based on Article 76 of the Constitution, while the two Shiite alliances insist on this right based on the interpretation of the Federal Court,

According to the interpretation of the Federal Court of the term "the largest parliamentary bloc," which will be assigned to form a government, as in Article 76 of the Iraqi Constitution ...

It is either the bloc that was formed after the elections by one electoral list and had participated in the elections in a certain name and number, and had earned the most number of seats, or the bloc that was made by allying two or more than two electoral lists, which participated in the elections with different names and numbers and then united in a single block with a single entity in the Parliament .

Under this interpretation, the alliance between the State of Law and the Iraqi National Alliance (INA), which was announced May 4th ultimo, has better opportunity to form the government.

State of Law and National coalitions after the alliance will have 159 seats, four seats less than the majority needed to form the government, including 89 for the State of Law and 70 for the Iraqi National Alliance.

The Iraqi scene has witnessed, after announcing the results of the public poll, a broad political mobility, especially among the winning blocs, in order to form a parliamentary bloc that can form the new government, or at least agree on naming the prime minister, thing that resulted in the merger of State of Law coalition, led by outgoing Prime Minister, Nuri Al-Maliki and INA, led by Ammar Al-Hakim.

The Iraqi parliamentary elections were held on the 7th of March, and the results of the elections were announced on the 26th: they showed the progress of Iraqiya List led by former Prime Minister Iyad Allawi, by gaining 91 seats, followed by the State of Law coalition led by outgoing Prime Minister Nuri Al-Maliki with 89 seats, while the Iraqi National List coalition won 70 seats and Kurdistan Alliance List came in the fourth place by obtaining 43 seats.

The Iraqi President Jalal Talabani invited the winning political blocs to lunch last Thursday to bring the views and break the stalemate in the political scene in irder to form the next government.
