A statement issued by the Embassy today and received by the independent press (Iba) a copy of the Embassy Japan held on 25 February, with the participation of the Japanese Foundation for International Cooperation (JICA) and the Government of Iraq the seventh quarterly meeting of the committee monitoring projects the Japanese official development assistance (ODA), which is the first for this year.
The statement noted that the head of the adviser to Prime Minister Thamer Abbas Ghadban Committee is chaired by , in addition to Akira Endo (Minister Counselor at the Embassy), with the participation of UNDP as a partner of JICA, in controlling the transparency and the efficient use of funding. He also attended the meeting on the Iraqi side, senior administration officials and project stakeholders from the ministries of electricity, and external , and oil, transportation, water resources, reconstruction and housing, and industry and minerals, and Municipalities and Public Works, and the Secretariat of Baghdad, the Kurdistan Regional Government.
The statement said the participants in the meeting reviewed the progress made so far for (15 ) projects funded by official development assistance loans, the Japanese and their current situation and the challenges they face. He has also participants in the review of progress achieved and the current status of technical cooperation programs provided by JICA, as well as discussing ways to accelerate the effective implementation of projects. and the Japanese side stated that it has decided already implemented 15 projects, including the 3 projects were signed exchange of notes on recently by the Minister of Finance Baqir Jabr, and the Ambassador of Japan Shoji Ogawa.
The embassy said the showed the total amount of loans from Japanese official development assistance provided amounted to 3.28 billion dollars for 15 of these projects, as Japanese side stated that the design and supervision consultants working in these projects provide significant support to these ministries to accelerate the process of project implementation.
The statement said that the Iraqi side explained the progress and difficulties of the projects, noting that representatives of the Kurdistan Regional Government and the Ministry of Transport stated that the projects (draft re - reconstruction of the electricity sector in the Kurdistan region and sector rehabilitation project in the port of Umm Qasr, respectively) have successfully reached the stage of processing the goods and services.
The statement added that (JICA) decided to accelerate the implementation of projects that have been through the accumulation of skills and experiences relevant ministries in selection of transparent and efficient for suppliers or consulting firms. The two sides also agreed on the need to exert more effort to accelerate the implementation of projects based on the progress and achievements made so far.
They also agreed on the importance of continuing to hold the quarterly meeting of the bilateral mechanism installed. The Government of Japan and JICA, and various Japanese companies had assisted Iraq in reconstruction, in effect, noting the completion of aid program to $ 1.7 billion so far, and JICA Now, with the implementation of the various ministries of 15 infrastructure projects in electricity, oil, water and sanitation, irrigation, transport, industry, using loans from Japanese official development assistance. and that a meeting of the committee monitoring the Japanese official development assistance began in July 2008 for the purpose of monitoring progress and the difficulties faced by projects financed by loans from Japanese official development assistance and to provide ideas for the implementation of efficient, in addition to monitoring progress in the technical cooperation programs.
