WHO WOULD WANT TO BUY A RAILROAD? AND WHY?The Security and Prosperity Partnership (SPP)
The path to the North American Union (NAU) may have started with the North American Free Trade Agreement (NAFTA) in 1994. But it widened greatly in March 2005 at a summit meeting in Waco, Texas between President Bush, then-Mexican President Vicente Fox, and then-Canadian Prime Minister Paul Martin. It was at this summit that the three leaders issued a joint statement announcing the creation of the “Security and Prosperity Partnership of North America” (SPP). Its stated purpose, they declared, was to “make our open societies safer and more secure, our businesses more competitive, and our economies more resilient.”
The Security and Prosperity Partnership was never submitted to Congress for debate and decision. Instead, the U.S. Department of Commerce merely created a new division under the same title to implement working groups to advance a North American Union working agenda in a wide range of areas, including: manufactured goods, movement of goods, energy, environment, e-commerce, financial services, business facilitation, food and agriculture, transportation, and health.
A follow-up SPP meeting was held in Ottawa on June 27, 2005 where the U.S. representative, Homeland Security Secretary Michael Chertoff, told a news conference that “we want to facilitate the flow of traffic across our borders.” The White House issued a statement that the Ottawa report “represents an important first step in achieving the goals of the Security and Prosperity Partnership.”
THE SPP IS HEADED BY THREE TOP CABINET LEVEL OFFICERS OF EACH NATION
No question, the three governments of the Security and Prosperity Partnership have each placed its implementation at the top of their agenda.
Representing the Bush Administration are Secretary of Commerce Carlos Gutierrez, Secretary of Homeland Security Michael Chertoff, and Secretary of State Condoleezza Rice. Representing Mexico are Secretario de Economía Fernando Canales, Secretario de Gobernación Carlos Abascal, and Secretario de Relaciones Exteriores Luis Ernesto Derbéz. Representing Canada are Minister of Industry David L. Emerson, Deputy Prime Minister and Minister of Public Safety Anne McLellan, and Minister of Foreign Affairs Pierre Stewart Pettigrew.
THE SPP IS A BACK-DOOR AGREEMENT TO SUPERSEDE THE U.S. CONSTITUTION
Apologists for the Security and Prosperity Partnership like to dismiss critics by claiming that it merely enhances economic and security cooperation among the three nations. But even a quick review of the specific working agenda initiatives shows that the SPP is an incremental step on the road to a “North American Union.”
This clear progression towards the NAU is hidden behind innocent sounding phases such as “our three countries signed a Framework of Common Principles …” or “we have signed a Memorandum of Understanding …,” or “we have signed a Declaration of Intent…,” etc.
But the SPP has the potential to forever change life in North America for all three participants. None of the approximately 30 working agendas makes any mention of submitting decisions to the U.S. Congress for review and approval.
The evident plan is to knit together the North American Union completely under the radar, through a process of regulations and directives issued by various U.S. government agencies.
What we have here is an executive branch plan being implemented by the Bush Administration to construct a new super-regional structure completely by fiat. President Bush has denied any existence of such plans and mocked those of us working to expose the truth, most recently at the SPP Summit in Montebello, Quebec in August of 2007, asserting that he is merely working to achieve the economic integration of the three nations.
AT LEAST MEXICO TELLS THE TRUTH ABOUT THE SPP
Mexico has placed the Security and Prosperity Partnership within its office of the [Secretario] de Economia and created [an] extensive website for the Alianza Para La Securidad y La Prosperidad de [América] del Norte (ASPAN). On this Mexican website, ASPAN was once described as “a permanent, tri-lateral process to create a major integration of North America.” Former Mexican President Vicente Fox has talked openly about a coming North American “community” and about later a common currency known as the “Amero.” Canada has established an SPP working group within their Foreign Affairs department.
WHY BUSH DOES NOTHING TO SECURE OUR BORDERS WITH CANADA AND MEXICO
Anyone who has wondered why President Bush has not bothered to secure our borders is advised to spend more time examining the Security and Prosperity Partnership working groups’ agenda. In every area of activity, the SPP agenda stresses free and open movement of people, trade, and capital within the North American Union. Once the SPP agenda is implemented with appropriate departmental regulations, there will be no area of immigration policy, trade rules, environmental regulations, capital flows, public health, as well as dozens of other key policy issues that the U.S. government will be able to decide without first consulting some appropriate North American regulatory body.
At best, our border with Mexico will become a speed bump, largely erased, with little remaining to restrict the unchecked movement of people, trade, and capital. This is not a theory. It is a fact. And anyone who doubts it should talk to the thousands of Texans who could lose their ranches, farms, homes, and small businesses through eminent domain to make way for the NAU’s transportation anchor, the “North American Free Trade Agreement (NAFTA) Superhighway.”

13 WHEREAS, a television reporter asked President Bush on March 23, 2005, whether in light of the
14 European Union the SPP was a step towards continental integration and he responded, "...So that the
15 vision that you asked about in your question as to what kind of union might there be, I see one based
16 upon free trade, that would then entail commitment to markets and democracy, transparency, rules of
17 law..."; and
18 WHEREAS, the gradual creation of such a North American Union, or a functionally equivalent
19 organization serving the same purpose under a different name, from a merger of the United States,
20 Mexico, and Canada would be a direct threat to the Constitution and national independence and
21 sovereignty of the United States and imply an eventual end to national borders within North America;
22 and
23 WHEREAS, a White House news release confirmed the continuing existence of the SPP and its
24 "ongoing process of cooperation" on March 31, 2006; and
25 WHEREAS, Congressman Ron Paul has written that a key to the SPP plan is an extensive new
26 NAFTA superhighway: "[U]nder this new 'partnership,' a massive highway is being planned to stretch
27 from Canada into Mexico, through the state of Texas"; and
28 WHEREAS, this trilateral partnership to develop a North American Union has never been presented
29 to Congress as an agreement or treaty and has had virtually no congressional oversight; and
30 WHEREAS, state and local governments throughout the United States would be negatively impacted
31 by the SPP/North American Union process, such as the "open borders" vision of the SPP, eminent
32 domain takings of private property along the planned superhighways, and increased law-enforcement
33 problems along those same superhighways; now, therefore, be it
34 RESOLVED by the House of Delegates, That the Congress of the United States be urged to
35 withdraw the United States from the Security and Prosperity Partnership of North America and any other
36 bilateral or multilateral activity that seeks to create a North American Union; the Virginia Congressional
37 Delegation is also urged to use all of its efforts, energies, and diligence to withdraw from any further
38 participation in the SPP of North America or other activity, however named, which seeks to advance,
39 authorize, fund, or in any way promote the creation of any structure to accomplish any form of a North
40 American Union as herein described; and, be it
41 RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution
42 to the Speaker of the United States House of Representatives, the President of the United States Senate,
43 and the members of the Virginia Congressional Delegation so that they may be apprised of the sense of
44 the House of Delegates of Virginia in this matter.

NORTH AMERICAN UNION:NAFTA RAIL AND NAFTA SUPERHIGHWAY OPEN U.S. BORDERS, DESTROY U.S. JOBS, AND TAKE U.S. LANDS

Concerned Women for America (CWA) of Illinois supports HJR 29 (Rep. Bill Black) opposing the development of the North American Union (NAU) joining Mexico, Canada and the U.S. Both the North American Free Trade Agreement (NAFTA) Rail and the NAFTA Superhighway enables the NAU to open U.S. borders, destroy U.S. jobs, and confiscate lands under loose eminent domain laws. This plan was never approved by Congress or U.S. citizens.
The NAFTA Rail is the railroad portion of the plan to build a North American Union (NAU) which will undermine the sovereignty of our United States. NAFTA rail has been forming since the early 1990’s under the name Kansas City Southern Railroad (KCS). KCS has now acquired full ownership of Mexican rail lines under their company Kansas City Southern of Mexico (KCSM). Along with KCSM, KSC plans to use the Illinois Central (IC) and the Canadian National (CN) rail to complete its NAFTA rail which will run from Mexico through the U.S. into Canada to move containers full of imports into our country destroying U.S. jobs.
For example, in Will County, Illinois, the County Board is opposing CN Rail’s efforts to acquire the EJ & E West Company rail lines. Their opposition is based upon traffic and the transportation of hazard waste; however, the CN Rail proposal is also part of the larger NAFTA Rail and formation of the NAU.
NAFTA Superhighway is the trucking portion of the plan to build the NAU which seeks to open U.S. borders by creating highway “corridors” which run from Mexico into the United States. NAFTA Superhighway expands highways for massive container travel on trucks coming from Mexico and Canada. This will open our national borders rather than secure them and will increase illegal immigration.
Also, eminent domain, the governmental seizure and condemnation of privately-owned property, will be used to take massive amounts of citizens’ property. In Texas, the NAFTA Superhighway intends to take acres and acres of land for the projected 1,200 feet wide and 4,000 mile long NAFTA Superhighway.
Concerned Women for America of Illinois opposes the North American Union because of its threat to our national sovereignty, and urges Illinois legislators to oppose any Illinois participation in the creation of the North American Union, especially without approval of the Illinois General Assembly.
