BAGHDAD / Aswat al-Iraq:

Iraqi MP from the Kurdistan Alliance Muhsin al-Sadoun, Tuesday, that the letter addressed to Vice President Tariq al-Hashimi to the Council is legally effective, and the Presidency of the Republic or the reservation can not send messages to modify the law, he must either approve or broken.

He said Saadoun, a member of parliament's legal committee, told (Voices of Iraq) that "there are constitutional mechanisms, legal and clear about how the approval of the Presidency of the Republic to the laws of the Board of Deputies or reverse, and the fact that there is no jurisprudence in the resource text, the Presidency Council is unable to qualify, or sends messages to modify the law or to inquire about a certain topic, this is not something that is not in the rules or in the Constitution, and thus the Presidency Council has two choices: either approve or veto the law and any third option is illegal.

He said Saadoun, "the letter presented by Vice President Tareq al-Hashemi was the subject of debate in the House of Representatives, but we can not do anything, but when you overturn the law, then only the House of Representatives could be considered in the paragraphs of the veto and make the adjustments, so the message is legally ineffective."

There will be discussions today in the Parliament about the law because he may not debate the law is still pending in the presidency, may not be submitted a proposal to amend the law and re-vote for him again unless overruled by the Presidency, or that are approved and then modify it again.
