Cabinet forms committee to get Iraq out of Chapter VIINovember 24, 2009
BAGHDAD / Aswat al-Iraq: The Council of Ministers have decided to form a committee to follow up negotiations with the UN on getting Iraq out from the Chapter VII on Tuesday, spokesman for the Iraqi government said.
“The council decided to form a committee chaired by the foreign minister which will include representatives from the finance, justice, defense, human rights, oil and transportation ministries to negotiate with the UN on the ways to get Iraq out of the Chapter VII,” Ali al-Dabbagh told Aswat al-Iraq news agency.
“The council have also approved on the national strategy to lighten the poor in Iraq,” he added, noting that the strategy was recommended by the committee formed by the planning ministry in cooperation with the World Bank.
UN Security Council Resolution 678 was the legal authorization for the Gulf War, which was passed on 29 November 1990. It gave Iraq an opportunity to withdraw from Kuwait by 15 January 1991 and authorized UN member states in cooperation with the government of Kuwait to use “all necessary means to uphold and implement” Chapter VII of the UN Charter, which authorizes the use of force to restore peace.
Chapter VII of the United Nations Charter sets forth the powers of the UN Security Council to maintain peace. It allows the council to “determine the existence of any threat to the peace, breach of the peace, or act of aggression” and to take military and non-military action to “restore international peace and security.”
