Al-Dabbagh: To authorize the Minister of Oil signed a memorandum of understanding between Iraq and the EU strategic partnership in the field of energy

Said government spokesman Ali al-Dabbagh said the Cabinet decided to approve the authorization of Minister of Oil, to negotiate and sign a draft memorandum of understanding between the Government of the Republic of Iraq and the EU strategic partnership in the energy field, as adjusted and approved by the State Consultative Council.
Dabbagh said in a statement received by the independent press (Iba) a copy of it on Sunday that based on the provisions of Article (80 / item VI) of the Constitution and the Foreign Ministry in coordination with the Oil Ministry on the preparation of the necessary authorization, according to contexts accredited to it and present it to the Secretariat of the Council Minister in order to obtain the signature of the President Council of Ministers.
Dabbagh said that the approval to authorize the Minister of Oil aims at improving relations with energy producing countries, including Iraq, as specified in the Action Plan for energy policy for the years (2007/2009) adopted by the European Council of 8-9 / March 2007 and this policy takes into account the role of President that energy plays in economic development in Iraq and the opportunities that the energy market in the European Union's largest integrated energy market in the world to develop Iraq's energy exports, particularly natural gas.
Dabbagh said a Foreign Ministry had sought the guidance through the study of the draft memorandum According to Article IV / 1 of the contract law of treaties in force, introducing the draft memorandum of the Legal Department and the State Consultative Council.
Point to the memorandum of understanding had been included items such as contributing to the preparation of comprehensive and integrated policy for energy in Iraq, developing and modernizing the electricity sector by identifying and establishing a legal framework and a sound system in Iraq and in particular to encourage investment structure, transparent, and prepare a work program in the area of energy cooperation between Iraq and the European Union for the period from 2010-2015 to implement the above and update the appropriate institutional environment within the Iraqi administration to implement the programs properly, taking into consideration the evolving international environment for energy.
Dabbagh said the two sides were seeking to cooperate in the areas of evaluating the current network to transport and supply of hydrocarbons to prepare a plan to modernize the infrastructure facilities and enhance the safety and reliability of the network's pipeline transportation and export of energy.
He also seeking to identify and find additional sources and routes of supply of gas from Iraq to the European Union with the development of infrastructure facilities for energy production and treatment in Iraq and promoting the convergence of norms and technical standards and cooperation in the field of technological, scientific and industrial energy and to encourage the exchange of experiences and the establishment of appropriate structures for training and education of young professionals Topics in modern science and technology related to energy.
In addition to technical support to the strategic partnership is noteworthy that Iraq has already participate as an observer at the center of the East European gas - which is the Arab Prime contractor for the supply of natural gas in the EU market as an observer.
